Yep, xcode was the problem. I think I may not even have had xcode installed. Anyway, I installed it now and the nspr install works fine. Thanks for the heads up.
If you're wondering how I could not have xcode installed, I'm running on a new machine now, where I copied over everything from my old machine. It had all my setting and applications, even macports applications, and everything seemed to run fine. Until now.
