Sure, I could go and edit the code to do it, but it would be yet another 
downstream patch to our Trac install. Instead, I’d rather invest the time in 
updating our Trac to a newer version, and until then I needed a stopgap to 
prevent the spammer abuse, so I changed the web server config.

I believe the code is no longer present in the current version of Trac.
