I am not experiencing this issue on either of my max running macOS Sonoma 14.4.1. Sounds to me like your mouse arrow is set to follow the voiceover cursor. You can correct this issue by going into the voiceover utility, selecting the navigation category, and setting the mouse arrow so that it ignores the voiceover cursor. Hopefully this will correct your issue with the menu bar.
