This is standard behavior, and to the best of my knowledge there is no way to 
change it.  And yes, it’s about containers.  Because there’s so much more 
screen real-estate on an iPad, iPadOS divides the screen into containers.  
Think of a container as a virtual equivalent of the physical object, i.e. a 
place to hold or group specific related items.  so, for example, when you’re in 
Settings, on the left side of the screen you see what you have come to know as 
the main menu, while on the right is the menu for the Settings item you have 
selected.  The default here is General.  Similarly, in Mail, you’ll see the 
list of Mailboxes on the left side, and the message list on the right side.  
There is a keyboard command for switching between containers, but it’s been a 
while since I’ve done it, so I don’t remember what it is.  I think it’s CTRL 
right left arrow.  You can also set the roter to switch containers, and then 
use the roter command—either keyboard or gesture—to switch between roter items. 
 Finally, with practice you’ll get used to touching the side of the screen with 
the container you want, which is what I do most of the time.
