I remember System 7 and OutSpoken. Macintalk would quit for some unknown reason and I'd have to restart my Mac. I remember that I had to set the color to black & white before OutSpoken would work properly.
No, I have not noticed any increase in VoiceOver restarts. In fact, there have been fewer restarts under 10.5.6.
