VMWare supports running OSX Server in a VM but last time I tired to move one of these VMs to my Windows box it failed to launch so they must be tying it to running in Fusion on Mac hardware somehow. I'm sure there's hackery somewhere that would lift this restriction but that restriction is in place but I'm sure that restriction is in place to keep things legal.
