Hi May, I played around here and discovered that I could show or hide the tool bar in safari. View menu / hide toolbar or view menu / show toolbar.
With the toolbar hidden I could not get the download button using the item chooser and command option L did not work. With the toolbar shown I could use command option L whether I was downloading or not and I could find the download button with the item chooser. Could you check your view menu for us and let us know if your tool bar is hidden? If hidden, the menu option will read, show toolbar.
