Yes, my issue was that the function keys without fn work as standard keys with 
my Apple Wireless keyboard and IOGear mini bluetooth keyboards but the opposite 
with my logitech 811. This was to the extent that even voiceover on and off 
would work only with the fn key. The Logitech Preferences Manager fixed this. 
It installs a preference pane in System Preferences.
