Hi Mike, You can get access to iTunes Radio in Europe. You just need an iTunes account in the US store. You have to be slightly careful how you associate your mobile devices with it as you might inadvertently lock yourself out of your primary account but it is doable.
You could probably access Pandora if you use a proxy server or a VPN.
