I had to do this recently, and it's a bit of a pain in the ass. 

First, you navigate the sidebar to get to the Skype home. Interact with the 
HTML area and find the image with your Skype name and VO+space. Find the button 
that says "Profile picture" and VO+space. Navigate down the "Field" table 
(you'll have to interact with it) to "Other". 

Then, you have to get to the file selection window. VO+F2 twice and select the 
"Open from Skype" window by pressing return on it. Find your photo as usual and 
press the "Open" button. You would then press "Done", and that should do it.
