You can read down by line in Safari, you just need to enable line as a navigation element in Voiceover Utility settings for the web rota. This is not enabled by default so you will have to VO F8 to go to Settings and web rota to enable this.

In terms of reading a paragrahp at a time I just normally use Quick Nav and just press the right cursor key.

To cycle through web rota settings once enabled just press either right and up arrow or left and up arrow. with line as your navigation set in the web rota and quick nav on you can, at the same time, read by line by pressing the down arrow

and paragraph by pressing the right arrow.
