You can change signatures on iCloud.com, but that is only going to affect mail sent from that website, not your other devices. Unfortunately, I don't think iOS devices can fully access iCloud.com; Apple wants them to use the mobile apps instead. This may have changed, but last I checked, that is how it worked.
