Hello Alex,

I don't know how you navigate Mail. To find the horizontal splitter, you need 
to be on the Messages table but not interacting with it. If you do VO-Down 
Arrow, you should be on the horizontal splitter. Obviously, Quick Nav should be 
off for this to work.
