Hi, Navigating line by line, word by word and even character by character is totally doable in Preview. As long as you Interact with the text area, all this is possible. It works the same as in most things like TextEdit and Pages, Interact with the area to be read, VO-left/right reads word by word, VO-shift-left/right reads character by character and VO-up/down reads line by line. The key here is to actually Interact with the area and use VO navigation, if you simply navigate to the area and let VO read, then you have no control. If you use arrow key navigation without holding down your VO-keys, then you don't have the same control.
If you do choose to use another pdf reader because your more comfortable with it or that it meets your needs better, then all the power to you, but, know that Preview does do the things that people are claiming it does not.
