Hmmm, for me that window just opened and was there but maybe it varies from 
time to time. Also when I did this yesterday to get the buttons to work I had 
to use vo-shift-space instead of just vo-space so if you seem to be stuck with 
it saying you have to close safari when it's already closed, try that. I never 
bother to move the installer app into the Applications folder but I don't think 
it matters.

What happens in my case was that it was an installer.app file. So yes you have 
to run the installer.
However there are two windows to the installer.
There is a window with an html element with which you have to interact to read, 
 and there is also another second monitoring window. If the installer finds any 
problems like Safari being open and needing to close this will be flagged up in 
the monitoring window where there will be buttons like retry. In order to 
access this second window you need to use window chooser with VO F2


twice. In general I found that throughout the installation process I had to hit 
shift vo space bar on each button to execute them with a virtual mouse  click.
 ,as pressing VO space bar or enter or spcace did not work in my case.
