Hi,

You must first delete the copy of the mp3 on your local machine.  Then, as long 
as you didn’t tell iTunes to remove it from the Cloud, it will be available for 
download the same as in previous versions of iTunes.  Also, you must have the 
“Show iTunes in the Cloud Purchases” box checked in the iTunes Preferences 
under the Store pane.
