You have to command-tab to FaceTime and then press the Accept button.  A 
FaceTime window will open when you receive a phone call.

    For the notification center, use the VO-m command twice to get to the 
Status menu and navigate to Notifications. You can then press, VO-space to 
activate it.  You can also, by the way, use control-F8 to open the Status menu 
as well.
