I think Apple calls it Descriptive Video Service or DVS. If you search
for DVS in iTunes you'll find there are only five video titles, all from
Pixar, which carry this. I've never tried it out but the title of one of
them is:
Finding Nemo (For blind viewers, audio description, DVS®)
Searching on "audio description" or "blind viewers" brings up the same
five movies.

there used to be some at the Blind Mice Mart. I think they were just the audio
tracks with description. they may still have them but I haven’t been up there
