It depends on what you need. Advanced formatting, the ability to insert footers, all that? Pages is your cheapest bet. Something more basic, including fonts, links, and other rich text features (but not the advanced options of Pages), and Text Edit will do just fine. The latter is included on all Macs by default, whereas Pages is in the Mac App Store.
