Command Option L should certainly open the downloads folder from within Finder. 
Are you sure it did no work?

Did not work here, but i found one too, wehn in sidepanel. vo focus on 
applications, if i hit command + L the lounchpad is under vo focus, vo + J 
brings keyboard to that focus. Same, if i am in sidepanel, focus on music, if i

This morning I was using my Mac mini and was frustrated with it as the USB 
keyboard is different to the Bluetooth keyboard that I use with my I Mac.  I 
was trying to download VM Fusion to put on my Mac mini as I had initially put 
the downloaded file on my iCloud drive so that I could put the same file on my 
Mac mini, and I pressed option command L in finder and it opened my download 
folder.  Thought someone may find it useful if they are on the desk top.  
Option Command L puts you straight in to your downloads folder.
