I had it on a 4s and a 5s and it was anywhere I had to swipe through scrollable 
lists over multiple screens. Mail, settings etc and resets, restoring from 
backups and even full reset of all settings and data and a fresh install 
wouldn't fix it. 
The bug is fully gone as far as I can tell.
