Alex, I had this problem also, on my phone. Triple single-finger tap to put caps lock on just does not work. The hint clearly tells you you can do it for caps lock, but when done it is not working. I never had issues with it in the past, only now after the IOS 9 update.I am only able to do one uppeercase letter at a time which is very annoying.
