I had this problem also, on my phone.  Triple single-finger tap to put caps 
lock on just does not work.  The hint clearly tells you you can do it for caps 
lock, but when done it is not working.  I never had issues with it in the past, 
only now after the IOS 9 update.I am only able to do one uppeercase letter at a 
time which is very annoying.

Is the bug just the phrasing of the hint then? Sighted users would double tap, 
VO users would triple tap. The gesture hasn't changed, only the text of the 
hint. The triple tap works for me, and I don't know about others. So is the 
problem just the changed hint?
