Then, how do I export a photo on the mac out of my library, if I want to
send it to someone as a jpg file?

Use the Photos app on OS X. When you’re signed in to iCloud and have set
the preference to use iCloud Photo Library, it’ll show up in your Photos
album after you’ve initially set it up and synced. You can also use Photos
