Are you connecting directly to the AIR, or via a USB hub. Also, when plugging in a USB device the computer does do a bit of processing before enabling the device, perhaps you plugged in while the computer was locked so this processing could not occur, or else you did not wait for it to occur?
When I plugg non-apple keyboards into my computer it can take several seconds before it asks me to confirm the modifier key operation.
