Brian, This was how I did it.
Go to your mailbox list. Interact with the mailbox you want to send to the Favorites bar. Hit the Drag and Drop command, VO-comma. You should hear that the item has been selected for drag and drop. Stop interacting with it and move to your Favorites bar and interact with it. Move your cursor to wherever you want the mailbox to be, to the right of whichever position, if you want the mailbox to take advantage of the short cut using 3, move it to the right of the second box shown. Now hit the command to drop the item, VO-period. That should do it.
