So i understand the confusion here.

The"home" app that you see on your IOS 10 beta devices is an application that 
allows you to easily interact with all devices that support home kit.
It used to be that you had to access every application for each of your home 
kit  devices. For example, you would have an application for your door locks, 
and another application for your lights, then maybe a third application for 
your coffee maker.
The "home" app found in IOS 10 combines all of these services into one 
location, kind of like the"health" app, which can obtain data from other 
applications and put it into one centralized location.
"Home" will now allow you to quickly turn on your lights, unlock your doors, 
and start the coffee pot, all from one location now instead of having to open 
each of those applications.

Hopefully that provide some clarification for people who are confused on why 
they don't see the  "home" app on their earlier devices, however be assured 
that home kit  has been around for a while, it's just now starting to hit 
mainstream though.
