Yes, T-Mobile calls it the Jump program.  You can jump to your new device every 
year or when ever your jump eligible which is more frequently than yearly as I 
recall.  Or you can just buy the phones outright and swap them out as you wish. 
 Note that phones on Jump aren’t unlocked until you finish the agreement.  Also 
with jump, I think you’re required to turn in the old device which may not be a 
problem although I find they have a higher resale value than what the carriers 
are ready to pay.
