Hello,
I, also seem to be having the same problem. The only way for me to dismiss such 
panel, is to hit the control key and it goes away. But I know I have checked 
under security and privacy, under the General tab.
I believe the screen lock feature may have had something to do with it, but the 
option for it for me was unchecked Yep the panel still came up for me as well. 
In fact as of the writing of this email, the panel comes up and I still have to 
dismiss it with the control key.
As an off-topic thing, my voiceover on the login screen happened to crash, and 
has to reload itself. Other times, it says application, and I have to reload 
voiceover too.
