Have you looked at the Fusion keyboard options to see if some of the default options are causing problems? I don't see the sort of issues you describe.
One example - in Preferences->Keyboard and Mouse->Mac Host Shortcuts there's a bunch of default key combos that will be sent to OS X and not the guest VM. I disabled most of these for a happier life. Also the out-of-the-box key mapping will map the ctrl and alt keys to ctrl and option on the Mac keyboard, i.e. the VO keys. I set option to map to the windows key and command to alt to avoid this issue. If you have VO running while in the VM this will be a pain otherwise.
