Hi David and List, I just had a play with the 15inchMBP in a store here and managed to some how put my finger on the siri button on the right hand end of the touch bar, or possibly it was the power button but anyway tapping this 3 times and saying "Turn Voiceover On" started voiceover up.
Then sliding my finger across the touch bar slowly spoke out all the buttons on the bar, crazy enough it didn't tell me volume up / down but did give Mute as the option directly to the left of siri.
