I’ve had the same problem with VoiceOver speech going silent when using the 
Finder in macOS Sierra, only using later model Macs and different voices. I’ve 
experienced this on all three of my Macs: 2011 MacBook Air, 2011 iMac, and 2012 
iMac. I use Nuance Karen as my VoiceOver voice. VoiceOver speech goes silent 
when I’m using just the arrow keys to navigate the Finder in column view mode. 
I can get speech back again by interacting with the Finder browser and 
navigating up and down a few times using the arrow keys and the VO keys. Speech 
will then work normally again for a little while before I encounter the same 
problem again.
