The old computer adage, "gigo" applies in answer to your question.

There are multiple codecs that can be used for telephony. Even the major
carriers have started using a higher quality codec when the equipment
supports it. You'll see this advertised as "HD Voice," by T-Mobile, for
instance.

The truth is that even "HD Voice" isn't the best available to be used,
but both ends of the call have to support the same codec (or better).
Else, down sampling and the resulting poorer quality results.

Like the adage says: garbage in, garbage out. And conversley, quality in
and maybe quality out.
