When holding the home button for Siri, after hearing the sound Press the volume up button on your device as he would increase any other volume. A couple of months ago my Siri suddenly stopped speaking out loud, I eventually figured out that Siri has its own volume control which works independent of the main phone volume or voiceovers volume. Turns out the only problem was that series volume on my phone would totally turn down.
