I assume you are talking about messages that you are reading and attempting to 
selecting passages from. If you are using the google shortcut keys "j" "k" "o" 
"u" "." to manage your Inbox then I suggest the following:

1. Create an activity for Inbox.
2. In the Inbox activity change the setting under VoiceOVer Utility -> Web 
Navigation area:
Always allow keyboard commands to navigate websites  checkbox and check this 
box.

You will get a warning about how arrow keys will not be sent to Web 
Applications, and then the standard selection modes should work e
shift-arrow select character / line 
shift-option-arrow select word 
control-arrow select to beginning / end of line or document.

Note that Google Web apps have handlers for arrow keys and perhaps even 
modified arrow keys and this is why you were not able to use the standard 
approach. I am not sure why vo-return does not work. This might be worth 
messaging Google Accessibility about.
