I was moving the new Files app into a folder. Now if you do the 1-finger flick down with actions selected in the rotor, instead of “Arrange Apps” it will say “Edit Mode”.
If you double tap on this, you will find an action called Drag and Drop where it used to say Move App. Double tapping on Drag and Drop will pause your screen for a second. Treat this just as you would the iOS10 move command. Go to the folder you want or location, flick down and you will see an action to drop the item into that folder.
