Hello Phil, The ellipsis does not mean that the tweet is being truncated.
Generally speaking, people put an ellipsis in their tweets to indicate that the tweet is either being continued from or, to, a different tweet. Also, it can indicate that the reader needs to click on an imbedded link or photo to see more information.
