You need to install the Public Access Utility first. Then you run
that which will take you to the App Store to download the beta.

Simon, Just tried this using iOS11 beta on my 6S and my original
Apple Watch running watchOS 3.2.3 Dev beta 4 and it works. Before I
updated the Watch though and was using a public version of watchOS,
it also worked. I do so wish they’d make it a complication, yes I
use it that much.
