Below is the reply to your other message, same directions apply

It is accessible, but 2 things have to happen before you sign in.  1. You need 
to verify that you are 18 or older, to do this sign in to google.music.com 
<http://google.music.com/> go to download music, it will ask for a credit card, 
unless you  already have a card on your google account.  It doesn’t charge 
anything, just makes sure your 18 years or older.  Once this is done, download 
the google music downloader, and get sited help signing in.  It is not possible 
to do this without sited help, I tried for 2 days straight.  Once you sign in, 
add the folder where your music is, hit upload and your good.  You can even add 
more music to the folder after the 1st batch is done, and it will up load that 
too.  Once the app is installed, you can go to your mac’s system preferences 
and check on the upload status of your music.  The app on windows is the same 
way, you need sited help to sign in.  But once it’s done, your good to go!
