Rebooting is an essential part of life when other solutions are
elusive. The way I see it, its effective, as David says. Not a big deal
is it when it resolves perplexing issues that needlessly consumes one's
time and energy?

That controls VO, not speech. Sounds like I may just need to unplug and
re-power up the Apple TV.
