Joseph, put down the craack pipe, that’s wrong.

I received GPS signal with no service this morning on the way in to work when I 
was between the HSPA and LTE transition.  So you can always pull GPS data, this 
is independent of network access.   Your phone can decode both GPs and Glanass 
signals natively with out network support.
        Where you’re partly correct if you bothered reading was if you’re 
working with software that doesn’t cache data.  Apple Maps in many cases or 
other tools need network access to pull down the map data that you relate the 
GPS signal against.  This is not the case for all applications.  Some download 
a separate set of maps that does not require network access to read, you store 
them locally for conditions where data can’t be pulled down.
        Further more, if you have service your able to use both positioning 
standards + tower location augmentation.  This will yield the best results.  If 
what you said was true though phones would lose their way in tunnels or in big 
cities with multi path and in the tunnel case especially I can confirm daily 
that network access is not required if you use the correct applications.
 
(Not to mention I tested this for carriers. Also if you said was true E911 
would not work on phones that aren’t activated and in fact it does, it’s an FCC 
requirement that all phones regardless of payment or account status be able to 
dial 911 and report it’s location.
