I have a series 2 watch running Watch OS 3.

However, I have found it very useful to reboot my watch, at least once a day 
and, after doing so, using the digital crown triple-press to turn VoiceOver 
off, then back on, for best results.  

I do this because, sometimes, VoiceOver can become sluggish.  

Given that there is a lot of sluggishness when the watch reboots, if you have 
no useable vision, I can understand that you may choose not to do this, however.

Yes, on my Watch series 3, when I slide two fingers up the screen I do hear 
volume percentages, but often the volume simply bounced back to its previous 
level when I lift my fingers off. I'm quite nervous about trying to change 
volume as I'm not confident I can get VoiceOver volume back again. I've also 
experienced VoiceOver disappearing entirely for no obvious reason, which I 
cursed by holding down both buttons to do a hard reset. Let's hope a fix will 
come!
