I use the mac on a daily basis and am also a full time developer.

I never actually navigate xcode using voice over but a set of keyboard 
shurtcuts to get to where I want help me accelerate the moving around the IDE.

You should google xcode important shortcuts or xcode productivity shortcuts and 
learn them.

I haven’t had the delay issue with navigating the editor itself. Are you using 
high Sierra? Their underlying engine is now metal 2 which makes it much 
snappier than sierra and preceding OSes.
