You could copy that file to your Library/services folder and adjust some of the parameters From looking it over, it appears that in the text to file action you can select a voice but not a rate. In the import sound file to iTunes you can select an encoding but I didn’t see a way to change the bit rate of the. encoding. It is possible there are other automator actions for sound files that could do this, I didn’t look at that much.
