That's odd, because shift-tab works here. It worked on High Sierra, and it still works on the Mojave betas. It's the only method I use, actually. Even if that isn't working for some reason, VO commands should. Here, I can stop interacting with my message body, then vo-left and get to the subject, from address, and other options just as expected. I can't think of anything that might be stopping this on your system. Sorry I can't be of more help.
