That still happens in iOS. My guess is that you're getting multiple 
notifications, and they are being grouped together. Double tapping this group 
expands it, letting you see each message notification, but not taking you to 
Messages. If you have a single message, tapping it will do what you expect.

You can either expand the group, then choose a message and tap it, or you can 
open your notifications settings and disable grouping if you really don't like 
it. Again, though, if you have a single message and tap it, you should go 
straight to the Messages app.
