To do this you have 2 main options,

Firstly and simplist is ensure you have a network connection either wifi or 
wired and then turn the machine off and then hold down the letter R key and 
keep holding it for approx. 30 seconds while you turn the machine back on.

Once the machine has been on for approx. 1 minute try turning on vo with vo 
keys and f5.

This should have put you in to the recovery console.

This will let you use disk utility on your main installation partition

Second option is to have a USB flash drive with a bootable installer for the OS 
on it and start up your machine holding down the option key and then once the 
drives show click on your USB flash drive and once the utilitys show up use 
disk utility to wipe your machines HD
Oh and of course you will have to start VO up as before.

I may be wrong but in Disc Utility, in order to reformat a drive it’s the erase 
tab you need as there is no dedicated format tab available.  So you press the 
erase tab and you will have to erase your chosen disc again and only then will 
you be given a popup button where you choose the scheme.
