Hi,

The first time that you tried the time and date command, you should have seen a 
dialog that asked you for permission for the script to access the system. You 
either answered no to this dialog or perhaps you missed the dialog somehow.

To fix this issue, you have to run the following command in the terminal to 
reset the permissions. Once you do that, when you try to check the time, you 
will be prompted to give permission for the script to access the system. Answer 
yes, and the time and date command will work again. Here is the terminal 
command.
tccutil reset AppleEvents
