Well, this has definitely been an interesting thread, to say the least.  
(smile).

However, I would like to say the following:

1.
A heartfelt thanks to you, Lorie, for even bringing this matter to the fore.  

2.
I have learned a new series of commands, that have already improved my Mac OS 
experience because of this thread; and for that I thank E.T. and this community 
at large.

yes. I do keep that box unchecked. I navigate out of these folders when I'm 
finished with them. I was thinking that should close the windows but for some 
reason it wasn't. once in awhile I'd do a big long cycle and close a bunch of 
windows but since I didn't usually just stay parked where I was working it 
didn't seem to me that I should have to do that.

OK, so from my own testing, statements from others on the list and a little 
guessing, I expect that you are not actually doing what I thought you were. It 
sounds like perhaps you have windows open from prior sessions. The Macintosh by 
default will remember every window you opened and keep it open by default 
between logins and/or roboots. So perhaps you have so many windows around, 
because you never close them. 

I will suggest if this is the case you either
1. Learn to close windows hwhen you are done with them, 
and/or 
2. Tell the Macintosh to not remember opened Windows when you logout. This is 
fairly easy, there is a checkbox on the screen asking you Are you sure you want 
to logout. Just make sure that checkbox is unchecked 

Then when you login next time you should have a clean slate to work with.

I don't understand how to move a new window or a new tab to where I want to go. 
that's the reason I start with a window that shows my drives and just open

it's kind of hard to explain. when I want to cycle through windows I use 
command-tilde. when I want to open folders as I'm navigating to my desired 
destination, that's when I use command-option-down arrow for open and 
command-option-uparrow for close. I'm in list mode. I'll have one window 
already open in say, downloads. then I'll cycle to another window say in my 
external hard drive. once I'm in there I need to navigate to the folder where 
I'm going to copy or paste a file from downloads. sometimes I have to go 2 or 3 
deep to get to the desired folder. then as I would cycle back through the 
windows heading for downloads, I would hit every window I had to open to get to 
the desired folder. I wanted to find a way of reducing the number of windows I 
had to cycle through. if I remember to use command-option-down arrow as I'm 
navigating, that seems to do the trick.

I figured out something I want to tell you all about in case anybody's 
interested. I had been asking about how to have most or all of the windows 
closed except for the 2 that I wanted to copy and paste between. I used to be 
able to do this but now all the windows I was navigating through to get to my 
destination had become part of the cycle. somebody here mentioned opening and 
closing windows using command-down and up arrows. I had been doing this without 
the option and including it in the command has cleared up the problem for me. 
it kind of closes the door or window behind me.
