I wanted to remove my bootcamp partition and I had the same thing.
So, this is what I did.

Before I get started with this procedure, please make certain you know what you 
are doing. Also, I'm just relaying my experience and cannot guarantee that this 
will work for you. But it should.
Shutdown the computer.
Reboot using command r.
After a while, I started VO with command f5.
After vo started, I selected disk utilities and hit continue.
Open disk utilities and selected erase.
Selected ssd and formatted it as APFS.
After the system erased, I exited disk utilities.
Back in the apps table, I selected reinstall.
Followed the prompts and set the machine up with a clean install.
Here's a point to keep in mind.
I noticed this problem after several windows updates. It's as if Windows took 
over the ssd.
Even though I could still boot in either bootcamp/windows or Mac OS. Still at 
some point I was no longer able to remove the bootcamp partition using the 
bootcamp utility in OS 10.14.2.
Just my experiences so far with this situation.
