There are actually a few different ways to navigate in Safari with 
VoiceOver. Always remember, though, that you have to interact with web content 
to be sure you are navigating.


1. You can simply use standard VO commands, such as VO-right and VO-left arrow 
to move the long way through web content. You can navigate by specific element 
types using VO-command and a letter and VO-command-shift and a letter. For 
example, VO-command-h will navigate by headings.

2. Quick Nav might be the best option. If you have used a BT keyboard in iOS, 
it is the same principles. 
Press the left and right arrows together to toggle Quick Nav on and off.
Press right or left arrows by themselves to navigate by item.
Press Right and down arrow to interact.
Press left and down arrow to stop interacting.
Press up and down arrows to activate.
Press right and up or left and up arrows to change the rotor selection.
Press up or down arrow by themselves to use the selected rotor option.

    Thus, if you turn the rotor to heading or links, pressing the down or up 
arrow will move you to the next or previous heading or link.

    This is a very vague summary, but I hope it helps.
